award the contract for such work to the lowest responsible
bidder therefor, reserving a. t all times the right to reject any
and all bids received. All contractors for such street improve-
ments shall give bond in such sum as the Mayor and Town
Council shall require, with sufficient surety or sureties, to be
approved by the Mayor and Town Council, for the faith-
ful performance of their contract. The Mayor and Town
Council shall employ a competent engineer at such compensa-
tion as may be determined by them in carrying out the objects
of this Act.
SEC. 2. And be it further enacted. That this Act shall not
become effective unless at a special election to be held in the
Town of Brentwood on the second Monday in the month of
May, 1927, which election shall be conducted in all respects
as regular elections in the Town of Brentwood are conducted,
there shall be cast a majority of votes in favor of the amend-
ment to the town charter as provided in this Act, and that at
said election the question of the approval or disapproval of the
provisions of this Act shall be submitted to the qualified voters
of the said town of Brentwood, as follows, namely: That on the
ballots provided by the Mayor and Town Council of Brentwood
at said election there shall be printed the words, "For Street
and Sidewalk Improvement Amendment, " and "Against Street
and Sidewalk Improvement Amendment, " with a square after
said words, in each case, for the (X) mark of the voter, and
the voter may vote thereon by an (X) mark after his choice,
and if there be a majority of votes cast in favor of the amended
charter, then this Act and the provisions thereof shall go into
effect immediately; and if there be a majority of votes cast
against the amended charter, then this Act shall be null and
void, except as hereinafter provided.
In the event that a majority of votes cast at the special
election as provided for in this Act shall be against the charter
amendment, then the Mayor and Town Council of Brentwood
shall submit the amendment herein proposed in the same man-
ner and under the authority of this Act at the general election
held in said town in July, 1928, in the same manner and
method as hereinbefore provided.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon a yea and nay vote, supported by three-fifths
