SEC. 5. And be it further enacted by the General Assem-
bly of Maryland, That this Act shall take effect June 1, 1927.

CHAPTER 139.
AN ACT to authorize the Board of County Commissioners of
Carroll County to borrow the sum of $45, 000. 00 to be used in
meeting financial obligations incurred for emergency county
needs not anticipated in the levy of taxes in 1926; namely the
sum of $40, 000. 00 for the preservation of hard roads and
repair of public county roads; and $5, 000. 00 for the support
of public schools, the excess of the amount provided for in
the school budget of 1926-1927; and to issue certificates of
indebtedness therefor, and to levy taxes to meet said certifi-
cates when due.
WHEREAS, for the preservation of hard roads, not anticipated
prior to the levy of taxes in the year 1926, it became necessary
for the County Commissioners of Carroll County to incur finan-
cial obligation to the amount of $40, 000. 00 for such preserva-
tion and repair, for which no provision was made in said levy of
taxes; and whereas it has become necessary for the said county
commissioners to provide for the support of public schools in
the county the sum of $ 5, 000. 00 in excess of the amount pro-
vided for in the School Budget of 1926-1927;
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners of Carroll Coun-
ty and it is hereby authorized and empowered to borrow on
the faith and credit of said county the sum of Forty-five Thou-
sand Dollars ($45, 000. 00), to be used by the said Board of
County Commissioners in paying the obligations incurred in the
year 1926 for the preservation of hard roads and the repair
of public county roads in said county, and to provide the sum
of Five Thousand Dollars ($5, 000. 00) in excess of the amount
provided for in the School Budget of 1926-1927; and that the
said Board of County Commissioners he and it is hereby author-
ized to issue certificates of indebtedness for such sum as
may be so borrowed, to mature and become payable upon such
terms and at such times as the said Board of County Commis-
sioners may determine; and to levy a tax upon the assessable
property in said county sufficient to provide for the payment of
