of or a certified copy of the same under the hand of said Clerk
and the seal of the Mayor and Council to be evidence in any
Court in the State.
147. The said policemen so appointed shall have all the
police powers of constables in this State, and it shall be
their duty to enforce the by-laws, resolutions and ordinances
of said City and the laws of the State of Maryland relating
to crimes and misdemeanors committed in said City. The
Mayor, or in his absence or disability, the President of the
Council, may appoint special policemen, with all the powers of
the regular policemen, for a term of not exceeding thirty days
when deemed necessary so to do, the one appointing to fix the
compensation of said special policemen; their duties and powers
shall be the same as those of the regular policemen. Policemen
shall have the same fees for making arrests for infractions of
the laws of the State and the ordinances of the City as are now
or may hereafter be allowed constables in criminal cases. All
fines for violation of the provisions of the Charter or ordinances
of the City shall, when collected, be immediately paid over to
the Clerk of the Council, with the names of persons from whom
collected, and deposited by him to the credit of said City.
149. At the first regular meeting in July 1928, and
at the same time every second year thereafter the Mayor shall
appoint, subject to confirmation by the Council, one person, a
resident and qualified voter of this City, not a member of the
Council, to act as Clerk to the Council, Collector of City Taxes
and Treasurer who shall be the same person and whose term
of office shall be two years and until his successor is duly quali-
fied. The said officer shall receive such salary as may be fixed
by the Mayor and Council not to exceed Eighteen Hundred
Dollars per year; and he shall perform all the duties imposed
on him by law or ordinances of the City, and shall be called
"Clerk of Salisbury. " For the purpose of performing
his duties as Collector of City Taxes and Treasurer, the
person appointed as Clerk of Salisbury shall keep his office
open for the transaction of business from eight o'clock
in the morning until five o'clock in the afternoon every week-
day, except legal holidays, and for the purpose of performing
his duties as Clerk to the Council, he shall be on duty at such
time or times as the Council shall determine upon.
151. The said Clerk shall keep a full and accurate account
of the proceedings of the Council and shall record all proceed-
ings in relation to the opening, closing, widening, grading or
paving of any street or alley or part thereof including reports
of commissioners on same, in a suitable book or books and shall
index the same.
