part or parts or of any section thereof should be declared un-
constitutional.
SEC. 14. And be it further enacted, That all acts and parts
of acts, laws and parts of laws, ordinances and parts of ordi-
nances inconsistent herewith or contrary hereto, be and the
same are hereby repealed to the extent of such inconsistency.
SEC. 15. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its pas-
sage.

CHAPTER 693.
AN ACT to add three new sections to Article 39 of the Code
of Public General Laws of Maryland, title "Fish and Fish-
eries," sub-title "Trout and Other Fish," to follow Section
85 of said Article and to be known as Sections 85-A, 85-B,
85-C, requiring residents and non-residents to procure a
license to fish with rod, hook and line in any of the waters
of this State above a point where the tide ebbs and flows;
prescribing the method of issuing same and providing
disposition of all fees derived from such licenses; providing
penalties for violations of this Act. ,
SECTION 1. Be it enacted by the General Assembly of
Maryland, That three new sections be and the same are here-
by added to Article 39 of the Code of Public General Laws
of Maryland, title "Fish and Fisheries," sub-title "Trout and
Other Fish," same to follow Section 85 and to be known as
Sections 85-A, 85-B, 85-C, said new sections to read as fol-
lows :
85-A. No person over the age of 18 years shall fish with
rod, hook and line in the waters of the State of Maryland
above a point where the tide ebbs and flows, without first having
