tion to the assessment made for such improvements along the
streets on which the said property fronts. In all cases in
which the question shall arise as to the street upon which said
property may front the decision of the Board in regard thereto
shall be final and conclusive.
To carry out the provisions of this section the said Board
is hereby given power and authority in addition to such power
and authority to borrow money, as is conferred elsewhere in
this Bill, to borrow such additional sums from time to time
as may be needed and to issue certificates of indebtedness as
evidence thereof. All sums so borrowed shall be kept in a
separate account to be known as "The Street Improvement
Account" and shall be borrowed for no longer period than shall
be sufficient to collect the special assessments provided for to
construct the improvements made hereunder and shall be re-
paid out of the special assessments aforesaid when the same
shall be collected.
SEC. 9. And be it further enacted, That the County Com-
missioner resident in the County Commissioner's District in
which any public improvement authorized in the preceding
section is contemplated, is hereby authorized and directed to
conduct on behalf of the Board of County Commissioners, the
hearings specified in the preceding section and all of the duties
imposed by this Act upon the Board of County Commissioners
shall be performed by the said Board only after consideration
of the recommendation of the County Commissioner in whose
District the duty is to be performed or the improvement is to
be made.
SEC. 10. And be it further enacted. That property abutting
on existing highways within the1 District which have been built
from private funds and which highways the board may by
ordinance determine will remain as improved for a designated
period of years, shall be exempted for such period of years
from the levy of the tax herein authorized for the payment of
the interest and the retirement of any part or all of the issue
of the "Montgomery County Suburban District Road Bonds
of 1927."
SEC. 11. And be it further enacted, That as soon as may
be after the passage of this Act, the Board of County Commis-
sioners shall divide all property within the Montgomery Coun-
ty Suburban District into one of the four following classes:
