comfort or morals of the community or for the purpose of the
inspection, licensing, regulation or limitation mentioned in
this section any agent of the Board designated as such shall
have the right to enter at all reasonable hours upon any private
premises or into any building in the district. Any restraint
or hindrance offered to such entry by any owner or tenant or
agent of said owner or tenant shall be a misdemeanor punish-
able under Section 12 of this Act.

For the purpose of carrying out any power or discharging
any duty conferred upon them by this Act the County Com-
missioners are hereby authorized to pass such rules, regula-
tions or ordinances as they may from time to time deem nec-
essary. The County Commissioners are hereby authorized to
provide in such rules, regulations or ordinances that any per-
son who violates the provisions of the same shall be guilty of
a misdemeanor and upon conviction before the Police Justice
of Montgomery County shall be fined not more than $50.00
(fifty dollars) for each violation, and the County Commis-
sioners may also provide that in default of the payment of any
fine imposed as herein provided the offender may be imprisoned
for a period not to exceed 30 days, provided that no ordinance
shall be adopted except by a yea and nay vote and the names
of the members of the Board of County Commissioners voting
for and against the same shall be entered in the minutes of the
said Board.

SEC. 3. And be it further enacted,, That the two members
of the Board of County Commissioners elected from the Com-
missioner Districts Four and Five shall maintain daily office
hours during which they shall be in personal attendance at the
County Buildings which may be established by the Board of
County Commissioners within their respective Districts. The
said Board is hereby authorized and directed, upon the rec-
ommendation of the County Commissioner representing the
Fourth County Commissioner District, to appoint, discharge at
pleasure and fix the compensation of a Deputy Clerk to the
Board of County Commissioners; and upon the recommenda-
tion of the County Commissioner of the Fifth Commissioner
District, to appoint, discharge at pleasure and fix the compen-
sation of a Deputy Clerk to the said Board. Each Deputy
Clerk shall be a resident of Montgomery County and each of
said Deputy Clerks shall be on duty at the County Building
located in the Commissioner District for which he is appointed
on every business day for not less than eight hours each day
