appointed in conformity with the provisions of this article,
and for the clerk of the Circuit Court; said city attorney shall
be paid by the Mayor and Council of Hagerstown twenty-
five dollars each year of registration for such service; and
said city attorney shall prepare for publication the necessary
notices to be given by the registers.

SEC. 164. That at the first regular meeting in April of
each year or as soon thereafter as may be convenient the Mayor
with the advice and consent of the Council, shall appoint one
person as Clerk, one person as Collector of Taxes, one person
well versed in the Law, as 'City Attorney who shall receive an
annual salary of Fifteen Hundred Dollars and no other com-
pensation ; and shall appoint one person as Building Inspector,
whose duties, responsibilities and salary shall be fixed by ordi-
nance passed and approved by the Mayor and Council; one
person as Market Inspector, and such other officers as may be
necessary for the conduct and regulation of municipal affairs,
except such officers as are hereinafter provided for; and in
case of any vacancy or removal of any officer so appointed the
Mayor shall fill such vacancy for the unexpired term with the
advice and consent of the Council as hereinbefore provided;
either of the above named officers shall be subject to removal
by vote of four-fifths of the whole Council, or a vote of three
Councilmen, with the approval of the Mayor.

SEC. 2. Be it further enacted, That should any part or
parts of this Act be declared unconstitutional, it shall not in-
terfere with the constitutionality of any other parts hereof,
and that this Act shall take effect June 1, 1927.

CHAPTER 681.

AN ACT to add a new section to Article 27 of the Annotated
Code of Maryland (1924 Edition), title "Crimes and Pun-
ishments," sub-title "3 Places of Reformation and Punish-
ment," said new section to be known as Section 662-A and
to follow immediately after Section 662 of said Article, pro-
viding for an eight-hour working day for guards and deputy
keepers of the Maryland Penitentiary.
