passage of ordinances, shall have the deciding vote; he shall
see that the ordinances of the town are faithfully executed
and shall report to the council at its first meeting each year
the condition of municipal affairs; he shall have the power
of vetoing any ordinances, as hereinafter provided in Section
174; and for his services he shall receive an annual salary of
eighteen hundred dollars, and no other fee or compensation
whatever.

SEC. 159. Be it enacted, That there shall be elected one
councilman for each of said Wards as follows: on the fourth
Monday of March in the year 1929, and not before, and on the
same day every four years, thereafter and the term of office of
the present councilmen from wards two and four is hereby ex-
tended until said election in 1929. All councilmen elected
shall hold office until their successors are duly elected and
qualified. The qualifications of the voters for councilmen shall
be the same as for Mayor, provided the voter shall have re-
sided for six months next preceding the election in the ward
in which he offers to vote; and in case of removal or until such
residence is acquired, the voter must vote in the ward from
which he has removed and in which he is a qualified elector.
The said councilmen shall be twenty-five years of age, citizens
of the United States, residents of Hagerstown for five years
next preceding the election and residents of the respective
wards for which they are chosen for six months next preceding
the election, and shall take the oath of office as hereinafter
prescribed for town officers. They shall receive an annual
salary of six hundred dollars each [...] fee or com-
pensation whatever.

SEC. 159-B. The Governor shall by and with the advice
and consent of the Senate, on or before the third Monday in
February 1929, and every four years thereafter, appoint one
person as officer of registration in each district or precinct of
the City of Hagerstown, who shall be resident of the district
or precinct of which he or she is appointed, and the said offi-
cer of registration shall register in books to be prepared for
the purpose, all citizens above the age of twenty-one years,
who shall have the requisite qualifications to entitle them to
vote for Mayor. Every person who shall have resided in the
State of Maryland and in said Hagerstown for twelve months,
and in the ward or precinct wherein he or she offers to regis-
ter six months next preceding the election, shall be entitled
to be registered in any of said wards or precincts and shall
remove thereform to any other of said wards or precincts
and remain therein, he or she shall be entitled to have his or
her name remain upon the registry list of the said ward or pre-
