municipality or persons may build and operate said system at
its own expense, but it shall be constructed under plans and
specification prepared by the Commission and under its super-
vision, and its maintenance and operation shall be under
the general control of the Commission, which engineering and
supervisory service shall be rendered by the Commission, free
of charge; and no such system or part thereof, or no water
main, sewer, storm drain, water purification or sewerage dis-
posal plant, or no connection with any of them, shall be con-
structed or installed except as in this Section provided, and
any violation of this provision shall be a misdemeanor pun-
ishable under Section 22 of this Act. All construction and
operating records, including cost records, shall be filed with
the Commission, which shall be empowered at any time to take
over said system or part thereof, or said water main, sewer,
storm water drain, water purification or sewerage disposal
plant, or connection with any of them, in the same manner
as provided under Section 16 for systems existing at the time
of the passage of this Act. The Commission shall be empowered
to extend its water supply, sewerage, drainage and disposal
systems into any area outside of any Sanitary District con-
tiguous thereto or in the vicinity thereof, whenever the prop-
erty owners of said area shall agree to the conditions that
may be imposed by the Commission as hereinbefore outlined.

SEC. 19. And be it further enacted, That the County Com-
missioners of Anne Arundel County are hereby authorized,
empowered, and directed to assume jurisdiction over all refuse
collections and refuse disposal plants in each of the Anne
Arundel County Sanitary Districts, and shall institute, con-
struct, maintain and operate such systems of and plants for
refuse collection and disposal in each Sanitary District as in
its judgment shall best promote public health, economy and con-
venience, and shall prescribe the territory to be so served.

SEC. 20. And be it further enacted, That said Commis-
sion may enter upon and excavate any State, County or Munici-
pal Street, Road or alley, or any other public highway, for
the purpose of installing, maintaining and operating the water
supply, sewerage and drainage systems provided for under
this Act, and it may construct in any such street, road, alley
or public highway, a water main, sewer or drain, or any ap-
purtenance thereof, without the receipt of a permit or the pay-
ment of a charge; provided, that whenever any State, County
or municipal highway is to be disturbed the public authority
having control thereof shall be duly notified, and provided
further that said highway shall be repaired and left by the
Commission in the same condition as, or in condition not in-
