poundage fees shall be eight per cent, on the first $25. 00, and
three per cent, on the residue, except that there shall be no
poundage allowed on attachment or otherwise of wages for hire.
In case of a settlement of a cause of supersedeas, one-half of
the above poundage shall be allowed.

SEC. 2. This Act is hereby declared to be an emergency
law and necessary for the immediate preservation of the public
safety and being passed by a yea and nay vote, supported by.
three-fifths of all members of the General Assembly, the same
shall take effect the first Monday in May, 1927.

CHAPTER 116.

AN ACT to add a new section to Article 10, Public Local
Laws of Maryland, title "Dorchester County, " said new
section to be designated as Section 400, authorizing the
exemption of the property of any person, firm or corporation
comprising or constituting power stations or manufactories
for the generation of electricity for ultimate general public
and private use and consumption, and situated in Dor-
chester County, and the capital stock issued therefor by any
such corporation, from taxation by Dorchester County, or
any municipal corporation therein, for the period of fifteen
years from the date construction thereof begins.

WHEREAS, Electricity is progressively more necessary to the
economic development of industrial and agricultural pursuits,
and a readily accessible source of supply thereof is both essen-
tial and desirable; and

WHEREAS, No power stations or manufactories for the gen-
eration of electricity for ultimate general public and private
use and consumption are located in Dorchester County, Mary-
land; and

WHEREAS, The location of such power stations or manu-
factories in said County will provide more adequate opportun-
ity for the extensive use of electricity therein and will result
in its industrial and agricultural development with consequent
