CHAPTER 641.
AN ACT to add eighteen (18) new sections to Article 43 of the
Annotated Code of Maryland, Edition of 1924, title "Health, "
sub-title "Water, Ice and Sewerage, " said sections to follow
immediately after Section 348 and to be known as Sections
348-A, 348-B, 348-C, 348-D, 348-E, 348-F, 348-G, 348-H, 348-I,
348-J, 348-K, 348-L, 348-M, 348-N, 348-0, 348-P, 348-Q and
348-R, said sections to provide for the construction, extension
and alteration, purchase, condemnation, operation and mainte-
nance of water supply, sewerage, drainage and refuse disposal
systems by municipalities; to provide for the issuance of bonds
and the levying of assessments for the purpose of such construc-
tion or establishment, and the levy of taxes, assessments and
benefits, charges and rates for the payment of said bonds, oper-
ation, maintenance, regulation and control of said systems; to
provide penalties for the violation of the provisions of this
Act; directing that the question as to the issuance of said bonds
shall be submitted to the qualified voters of the municipality
proposing the improvements; and designating the municipalities
and districts to be exempted from the provisions of this Act.
Be it enacted by the General Assembly of Maryland, That
eighteen (18) new sections be, and the same are hereby added
to Article 43, The Annotated Code of Maryland, Edition of
1924, title "Health, " sub-title "Water, Ice and Sewerage, "
said sections to follow immediately after Section 348. and to be
known as Sections 348-A, 348-B, 348-C, 348-D. 348-B, 348-F,
348-G, 348-H, 348-I, 348-J, 348-K, 348-L, 348-M, 348-N, 348-O,
348-P, 348-Q and 348-R and to read as follows:
348-A. The Mayor and Council or Town Commissioners or
any other governing body of any city or town, may construct
or establish by purchase or condemnation, water supply, sewer-
age, drainage and refuse disposal systems in any municipality,
or may extend or alter any existing water supply, sewerage,
drainage or refuse disposal system, and may maintain and oper-
ate any such system so constituted, established extended or
altered under the provisions hereinafter set forth. The above
mentioned authorities shall have full power and authority to
do all work, including preliminary work, necessary in the con-
struction, establishment, extension, alteration, maintenance and
operation of said systems, including the appointment and fixing
of the compensation of all force and help that in its judgment
may be necessary.
348-B. Said Municipal authorities, wherever they deem it
necessary may take or acquire any land, structures, buildings,
