SEC. 2. And be it further enacted as aforesaid, That this Act
is hereby declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and be-
ing passed upon a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, shall take effect from the date of its passage.

CHAPTER 640.
AN ACT to repeal and re-enact with amendments Section 194
of Article 2 of the Code of Public Local Laws of Maryland
(Melvin's Edition of 1914), title "Anne Arundel County, "
sub-title "Eastport, " increasing the road tax in the town of
Eastport.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 194 of Article 2 of the Code of Public
Local Laws of Maryland (Melvin's Edition of 1914), title
"Anne Arundel County, " sub-title "Eastport, " be and it is
hereby repealed and re-enacted with amendments to read as
follows:
194. The County Commissioners of Anne Arundel county
shall, at their regular meeting in May, nineteen hundred and
eight, or as soon thereafter as possible, and biennially there-
after, appoint five persons, who shall be registered voters and
taxpayers residing within the said town. The said Commis-
sioners shall hold their office for a period of two years and
until their successors shall be appointed. They shall, within
ten days after their appointment, qualify by taking the oath
prescribed by Section 6 of Article 1 of the Constitution of the
State, before the Clerk of the Circuit Court of Anne Arundel
county. The said commissioner shall serve without pay and be
subject to removal at the pleasure of the County Commissioners
and the said County Commissioners shall have the power to
fill all vacancies caused by resignation, death, refusal to act
or otherwise.
That the town of Eastport shall include all the land cover-
ed and embraced in the plat of Horn Point, now called East-
port, made by John Duvall, Esquire, the 30th day of Septem-
