time such sale is made; and such permit shall be surrendered
by the vendee to the said Commissioner when application is
made for a certificate of title and registration of the said
vehicle; and no certificate of title or registration marker shall
be issued for any such vehicle unless and until such permit is
so surrendered, or its absence satisfactorily accounted for. In
the event the applicant so furnishing such bond transfers a
defective title to such motor vehicle under such permit, it shall
be the duty of the said Commissioner to assign the said bond
to the person or persons who may have been injured by reason
of such defective title, and such assignee shall then have the
same rights thereunder as would have attended had the said
bond been given to such assignee.
SEC. 4. And be it further enacted, That if any part or
parts of this Act, or of any Section thereof, shall be held to be
unconstitutional, such unconstitutionality shall not affect the
validity of the remaining parts of this Act, or of any Section
thereof. The Legislature hereby declares that it would have
passed the remaining parts of this Act, or of any Section there-
of, if it had known that such part or parts thereof, or of any
Section thereof, would be declared unconstitutional.
SEC. 5. And be it further enacted, That this Act shall take
effect on the first day of June, 1927.

AN ACT to repeal and re-enact with amendments Section 12
of Article 25 of the Annotated Code of Maryland, title
"County Commissioners, " sub-title "General Provisions, "
making certain changes in regard to the annual statements
of the County Commissioners of Anne Arundel County.

AN ACT to add a new section to Article 27 of the Annotated
Code of Maryland, title "Crimes and Punishments, " said
new section to be known as Section 185 1/2, and to follow
immediately after Section 185.
