and said proceeds shall be paid out for the purposes men-
tioned in this Act under the direction and control of said Com-
mission, and upon the written order of a majority of said
Commission.

SEC. 5. And be it further enacted, That William C. Francis,
Harry R. Price, William. E. Leary, Tilghman Hubbard and
Louis C. Robinson, be, and they are hereby created and con-
stituted the Rock Hall Public Elementary School Commission
for the purpose of carrying into effect the provisions of this
Act relating to the selection of a site, and the building and
equipping of said public elementary school house in Rock
Hall, with all the power and discretion herein mentioned.

SEC. 6. And be it further enacted, That immediately upon
the sale of the bonds provided for by this Act, the aforesaid
Commission shall proceed to secure a proper site for the
said school house (if the said Commission shall deem the
purchase of said site as necessary) ; and shall proceed to se-
cure proper plans for the school house; and after the secure-
ment and adoption of proper plans and specifications, which
shall be left with the Secretary of the Board of Education
of Kent County, Maryland, for public inspection, shall adver-
tise at least once a week for three successive weeks, in three
newspapers published in Kent County, Maryland, for bids for
the construction of the school house, and shall award the con-
tract to the lowest responsible bidder, who will enter into con-
tract and execute a sufficient bond with approved security for
the erection and completion of said public school house, the
said Commission to have full power to reject any and all bids,
and to advertise for other bids.

SEC. 7. And be it further enacted, That the members of
the Rock Hall Public Elementary School Commission before
entering upon the discharge of the duties imposed upon said
Commision by the provisions of this Act, shall collectively
as such Commission give bond in the penalty of Fifteen Thou-
sand Dollars. The said bond shall be given to the State of
Maryland with security to be approved by the Clerk of the
Circuit Court for Kent County, Maryland, with the condition
that the obligors shall well and faithfully execute the duties
imposed upon them by the provisions of this Act, and after
the erection and completion of the said public school house,
they shall turn over to the Board of County Commissioners
for Kent County, Maryland, all sums of money and property,
if there be any, remaining in their hands. All of the bonds
provided for in this Act shall be filed with the Clerk of the
Circuit Court for Kent County, Maryland, and be recorded
