to be constructed by, and at the sole expense of the Mayor and
Town Council. When any water main or sewer is declared
by the Mayor and Town Council complete and ready for the
delivery of water or the reception of sewage, every abutting
property owner, after due notice, shall make connection of
all spigots or hydrants, toilets, sink drains, wash trays, etc.,
with said water main and sewer within the time prescribed
by the Mayor and Town Council. Where the aforesaid fix-
tures do not exist or are of a nature which, in the judgment
of the Mayor and Town Council is improper or inadequate,
satisfactory equipment shall be installed. All wells that are
found by the Mayor and Town Council of the County or State
health authorities, to be polluted or a menace to health shall
be abandoned and closed. Any violations of the provisions
of this section shall be a misdemeanor punishable under Sec-
tion 16 of this Act.

SEC. 8. And be it further enacted, That before any plumb-
ing is done in any building or upon any private property, with-
in the corporate limits of the said town, or on any property
outside of said limits that connects with a water main or sewer
under the jurisdiction of the Mayor and Town Council, the
person, firm or corporation doing the same shall first obtain
a permit from the Mayor and Town Council and pay there-
for such reasonable sum as the Mayor and Town Council may
prescribe. Such work shall be done under and pursuant to
such rules, regulations and requirements as the Mayor and
Town Council may from time to time formulate, not inconsist-
ent, however, with the requirements of the Plumbing Code of
State of Maryland, and subject to such inspection as may be
deemed necessary. No connection of any kind shall be made
with any water main or sewer, constructed or maintained by
the Mayor and Town Council without a permit and under
such conditions as the Mayor and Town Council may author-
ize. The Mayor and Town Council shall have the right of en-
try at reasonable hours to all buildings and premises having
any connection with the water supply or sewerage systems un-
der its jurisdiction, and may order and require such changes
in all water or sewer connections, or plumbing, as it may deem
necessary to eliminate improper use of water, or to correct
defective plumbing. No private water supply or sewer instal-
lation shall be constructed in the said town without the per-
son, firm or corporation doing the work having first obtained
a permit from the Mayor and Town Council and paid a
