ing upon subsequent entry, shall not be sufficient to raise a
presumption that the same were lost by any negligence or
wrongdoing for which such lessor is responsible, or put upon
the lessor the burden of proof that such alleged loss was not the
fault of the lessor.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1924.

CHAPTER 380.
AN ACT to authorize and empower the Mayor and Council of
Hagerstown, to issue coupon bonds upon the faith and credit
of Hagerstown, to raise a sum of money to be used in the
construction, erection and maintenance of a city electric
light plant, for Hagerstown; to remodel the entire distribu-
tion system; providing for the payment of interest on said
bonds, and for the payment of said bonds when due and
payable.
WHEREAS, The Mayor and Council of Hagerstown were au-
thorized by Chapter 40 of the Acts of the General Assembly of
1920 to issue $300, 000 of bonds on the faith and credit of Hag-
erstown for the purpose of erecting an electric light plant; and
WHEREAS, it is desired to issue the following in lieu thereof, now
therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Council of Hagerstown, be and it is
hereby authorized and empowered to borrow a sum of money not
to exceed the sum of three hundred thousand dollars, upon the
faith and credit of Hagerstown, as hereinafter provided, and to
issue and sell coupon bonds to raise the said sum of money
aforesaid, which said issue of bonds shall be known and desig-
nated as "Hagerstown Electric Light Coupon Bonds, " and the
money arising from the sale of said bonds shall be applied and
used exclusively for constructing, erecting and maintaining a
City Electric Light Plant for Hagerstown, using such portions
of the old Plant as may be advantageous and to remodel the en-
tire distribution system of the City Light Plant.
SEC. 2. And be it further enacted, That to provide for the
borrowing of the money as authorized by the preceding section,
the Mayor and Council of Hagerstown, is hereby authorized and
