Councilmen must continue to reside in said Town during their
terms of office and they shall receive no compensation for their
services.
7. They shall, annually, on or before the first Monday in
May, appoint three judges of election, who shall appoint a
clerk, and the said Judges shall conduct an election by ballot,
in accordance with the provisions of Section 4 of this Act; the
polls to be opened at 6 o'clock, P. M., and closed at 9
o'clock, P. M., and the judges and clerk shall make their re-
turns to the Council, but said judges and clerk shall receive no
compensation for their services. Not more than two of said
judges shall be of the same political party.
16. The Council shall, annually, prepare and publish, not
later than the first day of October of each year, a
parallel statement of the appropriations, and the expenditures
under said appropriations, of the funds of the Town, for the
preceding fiscal year. The Council shall also cause to be made
from time to time, during the said three year period, assessments
of improvements made and of other property not contained in
the general assessment list. And they shall make such other
provisions as in their judgment may be necessary to carry into
full force and effect the assessments herein provided for.
SEC. 2 And be it further enacted, That this Act shall take
effect June 1, 1924.

CHAPTER 51.
AN ACT to repeal and re-enact with amendments Section 91A
of Article 22 of the Code of Public Local Laws of Maryland,
title "Washington County", sub-title "County Commis-
sioners", increasing the compensation of the County Com-
missioners.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 91A of Article 22 of the Code of Public
Local Laws of Maryland, title "Washington County", sub-
title "County Commissioners", as said section was enacted by
Chapter 591 of the Acts of 1910, be and the same is hereby
repealed and re-enacted with amendments, to read as follows:
91A. The County Commissioners of Washington County
shall receive ten ($10. 00) per day for each day they shall be
