any such franchise except as herein expressly set forth.
SEC. 2. Be it further enacted, That this Act shall take effect
from the first day of June, 1924.

CHAPTER 362.
AN ACT to add a new section to Article 7 of Chapter 29 of the
Acts of 1922, title, ''Department of Welfare, " to follow im-
mediately after Section 6 of said Article, and to be known
as Section 7, so as to require the Director of Welfare to
inspect the several County jails of the State of Maryland
and report concerning such inspections.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section to be known as Section 7 be added to
Article 7 of Chapter 29 of the Acts of 1922, title, ''Department
of Welfare, " to follow immediately after Section 6 of said
Article, to read as follows:
SEC. 7. It shall be the duty of the Director of Welfare to
cause an inspection to be made of the several county jails of the
State of Maryland as often as he may deem proper, but not less
than once in each and every year, and the said Director shall
report concerning such inspections to the Board of Welfare
and a copy of said report shall be sent the County Commission-
ers of the respective counties, and the sheriffs, wardens or other
persons charged with the duty of keeping said jails shall allow
such inspection to be made at any time by the Director or his
duly authorized representative.

CHAPTER 363.
AN ACT to authorize and empower the Mayor and Council of
Hagerstown, to issue coupon bonds, on the faith and credit
of Hagerstown, to raise a sum of money to be used for the
purchasing of a lot or lots of ground, and for the construc-
tion, erection and maintenance of a Market House or Build-
ing on said lot or lots; providing for the payment of inter-
est on said bonds; for the payment of said bonds when due
and payable.
