WHEREAS, the Charter of the Town of Williamsport in Wash-
ington County, requires that the annual municipal election in
said town shall be held on the first Monday in March in each
and every year; and
WHEREAS, under the provisions of said Charter an election
should have been held in said town on March 3, 1924, for the
election of a Burgess, an Assistant Burgess and two Commis-
sioners for the term of two years each, as well as for the election
of a Commissioner to serve for one year and to fill the vacancy
created by the failure of a Commissioner elected in 1923, to
qualify according to law; and
WHEREAS, through misunderstanding, no legal election was
held in said Town on said March 3, 1924; now therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a special election be held in the Town of Williams-
port, in Washington County, on Monday, April 28, 1924, at
which there shall be elected a Burgess, an Assistant Burgess
and two Commissioners who shall serve until the first Monday in
March 1926, or until their successors shall have been elected
and shall have qualified, and also one Commissioner who shall
fill the vacancy existing since the election of 1923 and who
shall serve until the first Monday in March, 1925, or until his
successor shall have been elected and shall have qualified.
SEC. 2. And be it further enacted, That said election shall
be held in accordance with the provisions of existing law re-
lating to the holding of municipal elections in said Town of
Williamsport, provided, however, that one accredited repre-
sentative or challenger of each and every candidate for Bur-
gess, to be designated in writing by such candidate, submitted
to the Burgess for approval three days before the election, and,
in case of his necessary absence, a substitute similarly selected,
shall be entitled to be admitted into and remain in the polling
room from the opening until the close of the election and until
the vote has been counted and the result ascertained. It
shall be unlawful for said challengers to interfere in any man-
ner with the election officials in the discharge of their duties
in the conduct of said election, or to inquire or ascertain for
what candidate or candidates any voter may intend to vote, or
has voted, or to confer in the polling room with any voter
or to aid or assist him in the preparation of his ballot. The
ballots used in said election shall designate those persons who
are candidates for the office of Commissioner for the full term
