(e) All money so received by the County Treasurer on ac-
count of such special assessments and interest thereon shall
upon order of the said Board of County Commissioners be
paid over to the said Treasurer of Section 4, Chevy Chase,
and shall be treated as a special fund, which said fund shall
be kept as a separate account and fund together with the moneys
received from the sale of bonds or other evidences of indebted-
ness issued for the road and street improvement as provided in
Section 7 a (1) and 7 b (1). And said Chevy Chase Citizens'
Committee of Section 4 shall become charged with the duty to
build, construct, rebuild or reconstruct such streets, roads,
lanes or sidewalks within the said Chevy Chase Section 4 in
accordance with the plan and method hereinbefore provided
and to make all necessary contracts therefor in the manner and
subject to the conditions provided in Section 5 hereof.

(f) And provided further, that the provisions of this sec-
tion relating to the levy of special assessments shall not apply
to the maintenance of and repairs to roads, streets, lanes, side-
walks, curbs, crossing's and gutters as distinguished from the
building, rebuilding, constructing and reconstructing thereof
as hereinbefore authorized nor to deprive the Committee of
the power conferred in. Section 2 hereof, to maintain and re-
pair roads, streets, lanes, sidewalks, curbs and gutters, and to
pay therefor from the proceeds of general taxes without the
formalities prescribed in this section for the making of road
and street improvements for which special assessments are to
be levied.

SEC. 5. And be it further enacted, That said Chevy Chase
Citizens' Committee of said Section 4 shall not contract for
material or work in a sum exceeding three hundred (300)
dollars without having first advertised the specifications there-
for and inviting bids for the same, reserving the right to re-
ject any and all bids received, after which the said Committee
may purchase such material or make contracts for such work, and
shall award such contract to the lowest responsible bidder, pro-
vided, however that if no satisfactory bid shall be received the
Committee may purchase such material or contract for such
work in the open market or have such work done by employed
labor, or otherwise, as it may deem best; and provided further
that said Committee may make contracts after due advertise-
ment for lighting said Section 4 of said village for periods of
five years, but no longer period at a time; and provided
