which the special levy is made of said village of Chevy Chase,
within certain boundaries, for the purpose of opening, im-
proving, repairing, and lighting the streets, roads, lanes, al-
leys, sidewalks, parking, drainage, sanitation, and other vil-
lage improvements, including surface and other sewerage, so
far as the same is not provided for by the Washington Subur-
ban Sanitary Commission, clerical and other incidental serv-

ices and expenses, for furnishing police and fire protection,
and other public services, including the removal of ashes, gar-
bage, and other refuse, and the disposal thereof; for the
employment of a Building Inspector to enforce the require-
ments of all conveyances of land situated in said village and
the promulgation of building and other regulations; for the
incorporation, election, and succession of a Citizens' Com-
mittee who shall appoint a Treasurer to receive and dis-
burse said fund; also directing the said Board of County
Commissioners to pay over to the Treasurer of said village
for disbursement for opening, improving, maintaining and
repairing the county and other public roads, streets, and
lanes, the money collected on account of the County Road
Tax in the same amount and manner as is now required
by law to be paid to incorporated towns in said county; also
empowering the said Citizens' Committee, subject to the
approval of the said Board of County Commissioners, to
assess the cost of special improvements against the property
abutting on streets, roads, lanes and sidewalks for certain
improvements to the same, the collection of such assessment
and disbursement thereof for the benefit of the residents of
said part of said village; also for the authorization to hold
meetings of the resident registered qualified voters being
owners of real property in said area to request the special
levy and to elect the Chevy Chase Citizens' Committee of
Section 4 to serve as successors to the Committee named
in this Act; also to authorize said Citizens' Committee to
borrow money, issue bonds or other obligations or otherwise
contract indebtedness and obligate said part of said village
in amounts not exceding 5% of the assessed valuation of the
real property within said part of said village for the purpose
of paying for the special improvements to such streets, roads,
lanes and sidewalks therein, together with interest on such
indebtedness and the proper costs and expenses incident
thereto: and authorize said Committee to borrow money,
issue bonds or other obligations or otherwise contract indent-
