SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote, supported by three-fifths of all of the
members elected to each of the two Houses of the General As-
sembly, the same shall take effect from the date of its passage.

AN ACT to authorize the Police Commissioner of Baltimore
City to pay a pension to Thomas Conway.

AN ACT to authorize the Police Commissioner of Baltimore
City to pay a pension to Ethel D. Latham, widow of Frank
L. Latham.

CHAPTER 211.
AN ACT to authorize, empower and direct the Commissioners
of Preston, in Caroline County, to issue and sell bonds of
said town to an amount not exceeding ten thousand dollars
($10, 000) and to establish and construct water works for
the said town with the proceeds arising from the sale of said
bonds, and to maintain said water works, and to provide for
the payment of principal and interest of said bonds, and for
an additional tax to defray the cost of erecting and main-
taining said waterworks, and to regulate and fix the charges
for water, and providing for referring the question to a vote
of the people of said town.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Commissioners of Preston, in Caroline County,
be and they are hereby authorized, empowered and directed to
issue coupon bonds in the name of said municipal corporation,
to an amount not exceeding ten thousand dollars ($10, 000)
and to sell the same for not less than par and the accrued
interest; the said bonds shall be for sums not less, than two
hundred dollars nor more than five hundred dollars each, and
