apply to the collection of the costs herein provided for, except,
where such provisions may be inconsistent; provided that any
ordinance passed in pursuance hereof shall contain a provision
that before the cost of the assessment in whole or in part shall
be a lien on the property affected ten (10) days' notice shall
be given in at least two of the daily newspapers in said city
to all persons interested therein with an opportunity to appear
before the Appeal Tax Court at a time mentioned within said
ten (10) days as provided in said notice, and be heard in ref-
erence to the liability of said property for said tax, and after
the lien has become final, either for failure to take an appeal
or after the appeal has been determined, the said lien shall
relate back to the time of completing the work; said ordinance
shall also contain a provision for the right of appeal to the Bal-
timore City Court and on the trial of any such appeal the pro-
cedure shall conform as near as may be to the practice in the
trial of street appeals in said city including the right of appeal
to the Court of Appeals; provided that any ordinance hereto-
fore enacted by the Mayor and City Council of Baltimore con-
taining similar provisions as required by this section is hereby
ratified and made effectual for the accomplishment of the pur-
poses herein contained, and any such ordinance shall be given
a retrospective as well as prospective construction.
SEC. 2. And be it further enacted, That this Act shall rake
effect from June 1, 1924.

CHAPTER 202.
AN ACT to add four new sections to Article 38 of the Anno-
tated Code of Maryland, title, ''Live Stock, " sub-title,
"State Live Stock Sanitary Board, '' said new sections to
be known as Sections 5-A, 5-B, 5-C and 5-D, and to follow
immediately after 'Section 5 of said Article, conferring ad-
ditional power upon the State Board of Agriculture through
Federal Licensed Inspectors and other agents as to inspect-
ing and testing animals for tuberculosis or other contagious
disease and providing penalty for failure to comply there-
with, and for violation of the provisions of said sections,
and for other purposes.
1 SECTION 1. Be it enacted by the General Assembly of Mary-
