and equipment and the permanent improvement of public
school buildings in the entire county has singled out as the
most urgent and necessary and requiring immediate improve-
ment, the following: new schools at: Westchester Avenue to
replace Grays, Thistle, Oella and Neepiers Schools; Hale-
thorpe (colored); Woodlawn; Edgemere and North Point
Roads (consolidated); Colgate; Catonsville and Towson; at a
total expense of approximately seven hundred and fifty thou-
sand ($750, 000) dollars, the proportion of aforesaid loan avail-
able under said Act during the years 1924, 1925 and 1926;
and

WHEREAS, There is an urgent and immediate need for the
construction and improvement of school buildings in the aid of
the public school system of Baltimore County, and it is essen-
tial to the public welfare and convenience that said sums of
two hundred and fifty thousand ($250, 000) dollars due under
the aforesaid loan for such purposes in 1925 and 1926, respec-
tively, be immediately applied for such purposes and be avail-
able therefor, and to that end, that the County Commissioners
of Baltimore County be authorized to borrow for such purposes
the sum of five hundred thousand ($500, 000) dollars, and to
apply the proceeds from said sales as provided for in aforesaid
Act payable to the County Board of Education in 1925 and
1926, toward the liquidation and payment of such note or
notes or certificates of indebtedness as might be outstanding as
a result of said money having been borrowed for immediate
use; therefore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners of Baltimore
County, in order to provide funds necessary for the immedi-
ate erection and equipment of new public school buildings and
the permanent improvement of old public school buildings in
said county, are hereby authorized, empowered and directed
to borrow money on the faith and credit of said county and to
execute a note or notes or certificates of indebtedness as they
shall determine from time to time as hereinafter provided,
and not to exceed in the aggregate the amount of five hun-
dred thousand ($500, 000) dollars, such note, notes or certifi-
cates of indebtedness as said Board of County Commissioners
may determine, to be signed by the President of the said
County Commissioners and by the Treasurer of said county,
and to have the corporate seal of Baltimore County affixed
