Arbutus, Halethorpe, Lakeland, Fullerton, Orems, Essex and
Rosedale all for the white children of said county and at North
Point and Cottage Grove Roads, Lutherville, Chattalonee,
Towson, Sparrows Point, Cherry Heights and Rockdale for
the colored children of said county, according to the present
estimated requirements of aforesaid localities, of approxi-
mately one million two hundred and fifty thousand ($1, 250, -
000) dollars; and

WHEREAS, The recent rapid growth of the aforesaid commu-
nities in Baltimore County and the school requirements thereof
have been conservatively estimated, as aforesaid as to the
expense necessary for relief of the present conditions, and in
the judgment of said Board of Education, that amount will be
less than the amount actually required according to some esti-
mates thereof; and

WHEREAS, Other communities not specifically mentioned
herein, in Baltimore County are expanding and growing to
such an extent that in the next two or three years the said
Board of Education can easily prophesy demands admittedly
needed and which will have to be taken care of at an expense
not accurately determinable; and

WHEREAS, It is felt in the best judgment of the said Board
of Education, the ' sum of two hundred and fifty thousand
($250, 000) dollars in addition to the amount aforesaid mak-
ing a total of 6ne million five hundred thousand ($1, 500, 000)
dollars, the sum provided for in this Act, will be needed and
will be sufficient to meet the public school housing require-
ments in said county for several years; and

WHEREAS, It is the judgment of the said Board of Education
that bond issues for public school purposes in Baltimore County
after the present emergency is relieved, should be curtailed,
and that after the expenditure of the funds herein provided,

a sufficient sum to meet the building necessities in said county
can and should be raised by a direct tax each year in accord-
ance; with the demands as they appear, but that such a tax to
provide for immediate requirements would be almost prohibi-
tive and unduly burdensome; and

WHEREAS, There is an urgent and immediate need for the
construction and improvement of school buildings and the pur-
chase of additional land therefor, in the aid of the public school
system of Baltimore County and it is essential to the public
welfare and convenience of said county that the sum of one
