of said School Building Commission after all expenditures have
been made, in keeping with the terms of this Act, said surplus
shall be paid back to the Board of County Commissioners of
Howard County, to be used by them to retire said bonds.
SEC. 10. And be it further enacted, That all that part of
Chapter 485 of the Acts of 1922 which provides for the issu-
ance of bonds to the extent of Sixty Thousand Dollars ($60, -
000) for the purchase of sites and the erection thereon of pub-
lic school buildings, and for the repair, enlargement or equip-
ment of old public school buildings, be, and it is hereby, repealed.
SEC. 11. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the immedi-
ate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 19.
AN ACT to authorize and empower the Burgess and Commis-
sioners of Williamsport. Washington County, Maryland, to
borrow money on the credit of the said town for the pur-
pose of constructing waterworks and water distribution
system in said town, and to issue bonds for the payment of
same to an amount not exceeding one hundred thousand
dollars ($100, 000). and to levy on the assessable property
of said town, to redeem said bonds and to pay the interest
thereon, and to repeal Chapter 306 of the Acts of 1922, en-
titled "An Act to authorize and empower the Burgess and
Commissioners of Williamsport. Washington County, Mary-
land, to borrow money on the credit of said town for the
purpose of constructing waterworks in said town, and to
issue bonds for the payment of same to an amount not ex-
ceeding one hundred thousand dollars ($100, 000), and to
levy on the assessable property of said town, to redeem
said bonds and to pay the interest thereon, and to provide
for submitting the same to the legally qualified voters, of
said town. "
