session thereof, or who, by any device or pretense of charging
for his services, or otherwise, seeks to obtain a greater compen-
sation than is authorized by this Article.

(b) Any person, and the several officers and employees of
any corporation, who shall violate the foregoing prohibition
shall be guilty of a misdemeanor, and upon conviction thereof
shall be punishable by a fine of not more than five hundred
dollars ($500. 00), or by imprisonment of not more than six
(6) months, or by both fine and imprisonment, in the discre-
tion of the Court.

(c) Any licensee and any officer or employee of a licensee
or any person, who shall violate any of the provisions of Sec-
tions one (1), fourteen (14) or sixteen (16) of this Article
shall be guilty of a misdemeanor, and upon conviction thereof
shall be punishable by a fine of not more than five hundred
dollars ($500), or by imprisonment of not more than six (6)
months, or by both such fine and imprisonment, in the discre-
tion of the Court.

(d) No loan for which a greater rate of interest or charge
than is allowed by this Article has been contracted for or re-
ceived, wherever made, shall be enforced in this State, and any
person in any wise participating therein in this State shall be
subject to the provisions of this Article.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1924.

CHAPTER 116.

AN ACT to amend the Constitution of Maryland by adding a
new section to Article 4.

SECTION 1. Be it enacted by the General Assembly of Mary-
land. Three-fifths of all the members of both Houses concurring.
That the following section be and the same is hereby proposed
as an amendment to the Constitution of the State of Mary-
land, and if adopted by the legal and qualified voters thereof,
as hereinafter provided, the same shall stand as an additional
section to Article 4 of said Constitution, to follow section 31,
and to be known as Section 31-A.

31A. In addition to the authority granted to the Mayor
and City Council of Baltimore by the proceeding section to
pay to each of the judges of the Supreme Bench the annual sum
