the Council shall elect from said electors a treasurer to serve for
the remainder of the term of the one removed. The Treasurer
shall, annually and at such times as he may be required by the
Mayor and Council, furnish a detailed statement of the condi-
tion of the Treasury.
SEC. 18. And be it enacted, That the Council shall annually
appoint such police officers as it may deem necessary, and pre-
scribe their duties and compensation. The officers of the peace
appointed by the Council under the powers conferred by this
Act are hereby vested with the same powers and authority as
any constable or police officer may now have under the laws of
the State.
SEC. 19. And be it enacted, That the Council may appoint a
scavenger, prescribe his duties and fix his compensation to be
paid out of the general fund or by a special tax for that purpose
to be imposed on the owners of the respective buildings and col-
lected as the Council may direct.
SEC. 20. And be it enacted, That the Council may annually
levy a general tax for the expenses of the corporation upon the
taxable real property within the town limits, and the same shall
be collected by the Treasurer, or by a collector especially ap-
pointed by the Council for that purpose, whose compensation
for collecting said taxes shall not exceed five (5) per cent on the
amount collected, and the said Treasurer, or collector, in col-
lecting said taxes, shall have full power to distrain for the same
in the same manner as the collectors of state and county taxes:
Provided that the tax so levied shall not, in any one year, ex-
ceed one dollar and fifty cents on each $100. 00 of assessed
valuation.
SEC. 21. And be it enacted, That the Council shall from time
to time make or cause to be made an assessment of the real
property within the town limits for the purpose of taxation and
shall amend said assessment as and when it deems justice re-
quires a readjustment; provided, that all unimproved lots within
said corporate limits west and north of a line extending from
the southern boundary of the town north along Pittsburgh Ave-
nue to Richmond Avenue, then to Bay Avenue, and thence north
to the northern boundary line, where such unimproved lots shall
be found to constitute 75 per cent or more of the total area
within the block, shall be valued for taxation as agricultural
property and not as town lots; and further provided, that lots
