of the "Brooklyn Sanitary District, " as laid out by said Com-
mission, and which is within the bounds of the said First Pre-
cinct of the Fifth Election District, from the County Commis-
sioners of Anno Arundel County, on account of roads, as re-
quired by Section 23 of Chapter 245 of the Acts of 1922, and
not used in the said "Brooklyn Sanitary District. " as required
by said section, be accounted for and returned by the said
Sanitary Commission to the County Commissioners of Anne
Arundel County, and to be applied by them to the roads in
the Fifth Election District of said county.

SEC. 3. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preservation
of the public health and safety, and, having been passed by a
yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the

same shall take effect from the date of its passage.

CHAPTER 86.

AN ACT to authorize and empower the Mayor and Aldermen of
Frederick to borrow upon the faith and credit of said muni-
cipal corporation a sum of money not exceeding two hundred
and fifty thousand dollars ($250, 000) and to issue and sell
serial coupon bonds therefor, of the par value of two hundred
and fifty thousand dollars ($250, 000), and to expend the
proceeds therefrom for all or any of the following purposes,
to wit: (1) for the purpose of bonding the floating indebted-
ness of said corporation: (2) providing payment for the com-
pletion of a storage reservoir, now under construction; (3)
making such improvements and repairs to the municipal
water system as it shall think proper; (4) providing pay-
ment for street, sewer and public park developments, exten-
sions and improvements; and (5) for such other permanent
municipal improvements as in its judgment may be found
necessary and desirable; and providing for the payment of
the interest on said bonds and for the payment of the prin-
cipal thereof from water rents derived from the water
system of said municipal corporation and from the levy of
taxes; and providing generally for the time, terms and man-
ner of said bond issue or issues authorized in pursuance
herewith.
