and standing north of the road; south sixty-three degrees east
two hundred and ninety-seven feet to a chestnut oak tree
marked with twelve notches; south forty-six degrees east twen-
ty-four hundred and fifty-six feet to a stone on the west side of
the Borden Road, thence with the west side of said road, south
twenty-one degrees west one hundred and ten feet, south one
degree west ninety-five feet, south twenty degrees fifteen min-
utes east two hundred and twenty feet, north eighty-six de-
grees thirty minutes east three hundred and twenty feet, south
sixteen degrees east one hundred and twenty feet, south fifteen
degrees west two hundred and twenty-five feet, south thirty
minutes west three hundred and four feet to a Draw Hydrant
near the Tunnel Hotel, thence with the southwest side of the
New Hope Road, north sixty degrees forty-five minutes east
five hundred and fifty feet, north thirty-seven degrees east two
hundred and fifty feet to a stone on the corporate line as located
in 1898, and with said lines south seventy-three degrees forty
minutes east six hundred and seventy-six feet, south thirty-
four degrees thirty minutes east thirteen hundred and thirty-
eight feet to a large sugar tree marked with twelve notches,
south thirty-one degrees west eight hundred and forty-six feet
to the National Road, north seventy-five degrees twenty min-
utes west one hundred and ninety-one feet to the place of be-
ginning.
But the Mayor and Councilmen of Frostburg shall have
full power and authority to extend by ordinance from time to
time the boundaries and limits herein described by adding to
the same any and all continguous or other territory; provided,
however, that said additional territory shall not extend beyond
the distance of one mile from the present limits and bound-
aries as hereinbefore set forth.
For the removal and abatement of nuisance, to carry out and
enforce all sanitary regulations, and for the apprehension of
all disorderly persons, vagrants and their associates, the said
Mayor and Councilmen shall have jurisdiction for one mile be-
yond the city limits as now located or as they may hereafter
from time to time be located under the provisions of this Act.
Section 141. During the month of May in the year 1924
and every year thereafter, the Mayor and Councilmen shall
appoint and qualify a Clerk, who shall keep minutes of
their proceedings, which shall be subject to the inspection of
all persons interested therein, and who shall perform all other
duties pertaining to the office, and also all duties pertaining to
