election there shall be printed or written thereon the words,
with a suitable square to the right of each:

"For Charter Amendment, "
"Against Charter Amendment. "

If the majority of votes cast upon said question shall be "For
Charter Amendment, " then this Act shall immediately become
effective; but if a majority of the votes cast upon said ques-
tion shall be "Against Charter Amendment, " then this Act
shall be null and void.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed by
a yea and yea. vote, supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General As-
sembly, the same shall take effect from the date of its passage.

CHAPTER 84.

AN ACT to amend the Charter of the City of Frostburg by
adding a new section to Article 1 of the Code of Public
Local Laws of Maryland, title, "Allegany County, " sub-
title, "Frostburg, " to follow Section 141 of said Article,
and to be known as Section 141-A, abolishing the office of
tax collector, and providing that the duties thereof shall be
performed by the clerk of said city; and also by repealing
Sections 133, 141, 147, 148, 149 and 150 of said article and
re-enacting the same with amendments; and also by repeal-
ing Chapter 639 of the Acts of 1900 and Chapter 652 of the
Acts of 1910, and providing for submitting the same to the
legally qualified voters of said town.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be added to Article 1 of the Code of
Public Local Laws of Maryland, title, "Allegany County, "
sub-title "Frostburg, " to follow Section 141 of said Article,
and to be known as Section 141-A; and that Sections 133, 141.
147, 148, 149 and 150 of said Article be and the same are
hereby repealed and re-enacted, with amendments, so as to read
as follows:
