lected; and the said taxes are hereby inviolably dedicated to
the payment of the interest and principal of said bonds.
SEC. 5. And be it further enacted, That this Act is
hereby declared to be an emergency law necessary for the
immediate preservation of the public safety and health, and
being passed upon the yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 7.
AN ACT to authorize and empower the municipal corpora-
tion, the Town Commissioners of Centreville, to borrow
upon the faith and credit of said municipal corporation
the sum of nineteen thousand dollars or so much thereof as
may be necessary, for the purpose of paying for a turbine
engine, electric dynamo, switch board and an exciter, and
installing same in the Electric Plant of said municipal
corporation and for making other necessary repairs and im-
provements; to execute the promissory notes of said mu-
nicipal corporation and for a period not exceeding four years
from January 1st 1924.
WHEREAS, under the authority conferred by the General
Assembly of Maryland by Chapter 84 of the Act of 1916,
and by Chapter 225 of the Act of 1920 the Town Commis-
sioners of Centreville, a Municipal Corporation was author-
ized to borrow the sum of $8, 500. 00 for uses thence set
forth; and
WHEREAS, the said Town Commissioners of Centreville
have fully paid off said sum of $8, 500 and all interest thereon,
and
WHEREAS, the Town Commissioners of Centreville have
found it necessary to enlarge the Electric Plant of said
municipal corporation by purchasing and installing a turbine
engine, dynamo, switch board and exciter and making other
necessary repairs and improvements; now therefore
