of Northeast, or a majority of them, shall proceed to execute
the power vested in them by this Act, but if a majority of the
votes cast shall be "Against Bond Issue for Water Supply
System, '' then this Act shall be of no effect, provided, however,
that the same question shall be voted upon in the same manner
at any succeeding municipal election at which the said Presi-
dent and Commissioners of Northeast may in their discretion
submit said question, and they shall be required to submit the
said question at any regular municipal election upon the signed
petition of fifty residents of the town of North East, and when
so submitted and favorably passed upon by the voters as afore-
said, the provisions of this Act shall become immediately effec-
tive.
SEC. 19. And be it further enacted, That this Act is hereby
declared to be an emergency law, necessary for the preservation
of public health and safety, and being passed upon by a yea
and nay vote, supported by three-fifths of all the members elect-
ed to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 77.
AN ACT to repeal Section 184C of Article 1 of the Public
Local Laws of the State of Maryland, title "Allegany Coun-
ty, " sub-title "Justices of the Peace, " as enacted by Chapter
701 of the Acts of the Assembly of 1914 and to re-enact the
same with amendments.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 184C of Article 1 of the Public Local
Laws of the State of Maryland, title "Allegany County, " sub-
title "Justices of the Peace, " as enacted by Chapter 701 of the
Acts of the General Assembly of Maryland of 1914, be and is
hereby repealed with amendments so as to read as follows:
Sec. 184C. All process, orders and directions issued by
said Magistrate shall be directed to the Sheriff of Allegany
County, and the Sheriff is hereby authorized to appoint one
deputy in addition to the number now authorized, at a salary
of eighteen hundred ($1, 800) dollars per year, whose duty it
shall be to attend such Magistrate and execute his process,
orders and direction. The said deputy sheriff, when not en-
