erty abutting upon a street or right-of-way in which, under this
Act, a water main is laid, a water connection which shall be
extended as required, from the water main to the property line
of the abutting lot, said connection to be constructed by, and at
the sole expense of the Commissioners of Leonardtown.

SEC. 6. And be it further enacted, That before any plumb-
ing or water works construction is done in any building, or
upon any private property, within the corporate limits of the
town of Leonardtown, the person, firm or corporation doing
the same shall first obtain a permit from said the Commis-
sioners of Leonardtown and pay therefor such reasonable sum
as the Commissioners of Leonardtown may prescribe. Such
work shall be done under and pursuant to such rules, regula-
tions and requirements as the Commissioners of Leonardtown
may from time to time formulate, and subject to such inspec-
tion as may be deemed necessary. No connection of any kind
shall be made with any water main, constructed or maintained
by said the Commissioners of Leonardtown, without a permit
and under such conditions as said the Commissioners of Leon-
ardtown may authorize.

SEC. 7. And be it further enacted, That for every water
connection made with the service pipe constructed under this
Act, the said the Commissioners of Leonardtown shall make
such charge as they shall determine to be reasonable, which
charge shall be uniform throughout the town of Leonardtown,
subject however, to revision annually by the Commissioners of
Leonardtown. Said charge shall be paid by all property owners
to the Commissioners of Leonardtown before the actual con-
nection with any pipe on private property is made. The reve-
nue, above actual cost, derived from such charges, shall be
first used by the Commissioners of Leonardtown for repairs,
replacements, or any extraordinary expense in the maintenance
and operation of the water supply system if any such repairs,
replacements or extraordinary expense are necessary and then
to the payment of the interest and principal of the bonded in-
debtedness, when it becomes due. Any balance remaining shall
be applied by the Commissioners of Leonardtown to the pay-
ment of the bonded debt as hereinafter provided.

SEC. 8. And be it further enacted, That for the purpose of
providing funds for maintaining, repairing and operating their
water supply system, including overhead expenses and property
depreciation allowance, said the Commissioners of Leonard-
