ment of the amounts expended from each fund since the begin-
ning of the fiscal year and the amount to the credit of the Gen-
eral Road and Bridge Fund and each of the districts funds on
the basis of the entire levy for the such purposes for such year.
A copy of each said detailed statements at the time of the deliv-
ery to the County Commissioners shall be furnished to the office
of the Road Engineer.
SEC. 3. And be it further enacted, That all acts, and parts
of acts, laws, and parts of laws inconsistent herewith, be and
the same are hereby repealed to the extent of such inconsistency.
SEC. 4. And be it further enacted, That this Act is hereby
declared an emergency law and necessary for the immediate
preservation of the public safety, and being passed upon a yea
and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the
same shall take effect from the date of its passing.

CHAPTER 76.
AN ACT to authorize, empower and direct the President and
Commissioners of Northeast, Cecil County, Maryland, to
provide for the construction, maintenance and operation of
a water supply system; to provide for the issuance of bonds
for the purpose of such construction, maintenance and oper-
ation and the levy of taxes, assessments and benefits, charges
and rates, for the payment of such bonds and the operation,
maintenance, regulation and control of said system; to pro-
vide for the right to purchase and condemn property, and
for other purposes.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the President and Commissioners of Northeast, Cecil
County, Maryland, be, and they are hereby authorized, em-
powered and directed to build and construct a water supply
system for the town of Northeast, Cecil County, State of Mary-
land, to be erected in said town, and to run and operate the
same for municipal and commercial purposes; and for the
purposes of this Act to acquire by purchase or condemnation
whatever property or rights-of-way within or outside of the
corporate limits of said town of Northeast they may deem neces-
sary and proper; and for doing whatever work and employing
