1408 LAWS OF MARYLAND. [CH. 557

SEC. 2. And be it further enacted, That no person shall
erect a blind in the waters opposite the property of another
without the written permission of the owner and tenant of such
property or within three hundred yards of another licensed
blind, nor shall any blind be erected nearer to the shore than
one hundred yards.

SEC. 3. And be it further enacted, That it shall be unlaw-
ful for any person to shoot from any licensed blind without
the consent of the licensee. Any person violating any of the
provisions of this Act shall be guilty of a misdemeanor and
upon conviction shall be fined not less than five ($5) dollars
nor more than twenty-five ($25) dollars, and in default of
payment of said fine be imprisoned in the County Jail not less
than five days.

SEC. 4. And be it further enacted, That all the license fees
and fines accruing under this Act shall be paid to the County
Commissioners for the use of the county.

SEC. 5. And be it further enacted, That this Act shall take
effect June 1, 1924.

CHAPTER 557.

AN ACT authorizing and directing the creation of a loan of
$125, 000 by the Mayor and City Council of the City of
Havre de Grace, subject to the ratification of the duly regis-
tered and qualified voters of said City of Havre de Grace,
providing for the creation of a Municipal Improvement
Commission of Havre de Grace, and giving it jurisdiction
and power for the expenditure of said loan to carry out the
provisions of this Act, and defining the qualifications, powers
and duties of said commission, and providing for the retire-
ment of said loan by the Mayor and City Council of the
City of Havre de Grace.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and City Council of the City of Havre
de Grace be, and they are hereby authorized and directed, sub-
ject to the provisions of Section 4 of this Act, in the manner
hereinafter provided, to borrow upon the faith and credit of
said City of Havre de Grace. $125, 000, and said loan shall be
known as a Municipal Improvement Loan of 1924.
