the same. The Road Engineer of Washington County shall be
directly answerable to the County Commissioners of Washing-
ton County for the faithful and efficient discharge of his duties
and the said County Commissioners may remove him from office
and he shall be removable from office by them only for wilful neg-
lect of duty, inefficiency, dishonesty, or such other cause as
may impair his usefulness in his administration of County
affairs relating to roads. But the said Road Engineer shall
not be removable from his office by the County Commissioners
except upon the sworn complaint of ten or more resident tax-
payers of Washington County to be filed with the County Com-
missioners or upon sworn complaint by the Clerk of the County
Commissioners, filed by their direction, and every such com-
plaint shall state specifically the nature and the character of
the charges preferred, of which due and reasonable notice
shall be given the Road Engineer. Hearings in regard to the
removal of the Road Engineer shall be public, the Road Engi-
neer and the parties making complaint shall be entitled to repre-
sentation by counsel and to produce any competent testimony,
and the Road Engineer shall have the right to appeal from the
decisions of the County Commissioners to the Governor of the
State of Maryland, who shall review the case and may either
affirm or overrule the decisions of the said County Commission-
ers thereon. Whenever a vacancy exists in the office of Road
Engineer, the Governor of the State of Maryland shall im-
mediately fill the same by the appointment of some compe-
tent person who is a graduate in Civil Engineering of a col-
lege or university of recognized standing and having not less
than five years experience in road and bridge building or a
man who has sufficient knowledge of Civil Engineering to en-
able him to accurately make surveys, plats, profiles and speci-
fications for the building or repair of public roads and bridges
and having at least ten years experience in road or bridge build-
ing in a supervisory or executive capacity in responsible charge
of important road and bridge work. The Road Engineer of
Washington County shall be responsible to the County Com-
missioners for the proper expenditure of all money collected,
by levy or otherwise, for county road and bridge purposes. He
shall have power to employ as many and such foremen, me-
chanics, laborers, teams, trucks, crushers, engines, rollers and
other equipment or appliances as he may think necessary for
the proper construction, care and maintenance of the County
roads and fix the wages or hire thereof; and he shall have con-
trol and supervision of the operation, preservation and re-
