reside in, and have a law office in the City of Baltimore; one of
whom shall reside in, and have a low office in some one of the
Counties of the Western Shore of Maryland, outside of the
City of Baltimore; and one of whom shall reside in, and have
a law office in some one of the Counties of the Eastern Shore of
Maryland.

75. Any vacancy in the Council, from any cause, shall be
filled by the Governor, regard being had, however, for the
method of selection hereinbefore provided.

76. The Council shall make a report to each Session of the
General Assembly of Maryland, of the work of the various
branches of the Judicial System, with its recommendations for
modification of existing conditions. It may also from time to
time submit such suggestions as it may deem advisable, for the
consideration of the Judges of the various Courts, with relation
to rules, and practice and procedure.

77. The Council may hold public hearings and shall have
power to administer oaths and require the attendance of wit-
nesses and the production of books and documents. A witness
who gives false testimony or fails to appear when duly sum-
moned, shall be subject to the same penalties to which a wit-
ness before a Court is subject, and the same shall be imposed by
any Judge having jurisdiction over the person of the offender.

78. No member of said Council shall receive any compensation
for his services. The Council and the several members thereof
shall be allowed such expenses for clerical and other services,
travel, and incidentals, not exceeding one thousand dollars
($1, 000) per year, as may be provided for in the Budget. All
disbursements shall be by vouchers signed by the President of
the Council.

SEC 2. And be it further enacted, That this Act shall take
effect June 1, 1924.

CHAPTER 550.

AN ACT to alter and amend the corporation laws as set forth
in Sections 35, 35-C, 35-D and 89 of Article 23 of the Anno-
tated Code of Maryland.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 35, 35C, 35D and 89 of Article 23 of the
