unless the same be paid within sixty days after the date of
said levy, collect the same by distress or other due process of
law and sale of goods and chattels of the delinquent, and the
bailiff or collector shall account for the amount of such levy
with the Mayor and Town Council within three months from
the receipt of such warrant and list, and pay over the same
collected under the penalty of double the amount thereof to
the Treasurer of said town The Mayor and Town Council
may in their discretion allow a discount on all taxes paid
within the said sixty days, not to exceed five per cent.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote supported by three-fifths of all of the
members elected to each of the two Houses of the General As-
sembly, the same shall take effect from the date of its pas-
sage.

CHAPTER 504.

AN ACT to authorize the County Commissioners of Wicomico
County to sell, purchase, or exchange certain property in
the town of Salisbury for the purpose of aiding the United
States in securing a suitable site for the United States Post
Office Building and the County in securing an acceptable
site for the county jail.

WHEREAS, It is desirable that the United States secure a
suitable site for the Post Office Building in said town of Salis-
bury; and

WHEREAS, It may be to the advantage of the County and
to the U. S. Government to exchange property owned by the
County within the limits of Salisbury for property owned in
said town by the United States, or to sell its property and pur-
chase the property of the U. S. Government, or other property
for the county jail; therefore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Wicomico County, or
a majority of them, be and they are hereby authorized, in
their discretion, to exchange any property owned by said
County within the limits of the town of Salisbury for any
