Provided, however, that the funds herein enumerated and
for the specific purposes herein outlined shall be expended as
herein set forth and shall not be diverted for any other purposes
except upon approval by the Board of County Commissioners
of Montgomery County and upon recommendation of the Su-
pervisor of School Property. The Board of Education may
apply any unexpended balance from any of the items herein
enumerated to any other items herein enumerated upon the
ratification and approval of the Board of County Commission-
ers of Montgomery County upon the recommendation of the
Supervisor of School Property.
SEC. 5. And be it further enacted, That the Board of Edu-
cation of Montgomery County shall not award any contract for
any building or construction item wherein the estimated costs
shall exceed the sum of five hundred dollars without first hav-
ing advertised for bids, and all of said expenditures shall be
awarded to the lowest responsible bidder after due advertise-
ment of the proposals and the time and place of the opening of
said bids; provided, however, that the said Board of Educa-
tion shall have the right to reject any or all bids.
SEC. 6. And be it further enacted, That the provisions of
this Act shall be construed as additional and supplementary to
and not in substitution for or in conflict with any of the provi-
sions of the general laws of this State relating to public schools,
and the powers of the State Superintendent of Schools, in re-
gard to the plans, construction and erection of public school
buildings.
SEC. 7. And be it further enacted, That for the purpose of
paving the interest on said bonds, and for redeeming the said
bonds as they mature, the said Board of County Commission-
ers of Montgomery County shall, for the year 1924, and an-
nually thereafter, until all of said bonds issued under the au-
thority of this Act shall mature and be redeemed, levy a tax
upon the assessable property of said county sufficient to pay
the annual interest on said bonds outstanding, and to redeem
said bonds as they mature and become due, said taxes to be
collected as other taxes levied in said county are collected.
SEC. 8. And be it further enacted, That this Act shall take
effect June 1, 1924.
