prevention of gambling; to condemn or purchase a right of
way of any street or alley which they may determine should
be opened for the public convenience; to assess and tax the
expenses for laying or paving sidewalks or streets in said town,
in whole or in part, upon the respective owners of property
footing thereon, that the expense and cost of paving, repair-
ing or otherwise improving the sidewalks or streets in said
town, incurred by the Council under their ordinances, may be
charged and recovered by them in the name of the corporation
from the owners of the property footing thereon, by suit or
action at law against the owner thereof, as other debts are col-
lected, and the expenses of the same shall be a lien upon the
property chargeable therewith; to grant franchises to any
person or corporation for any public purpose or utility.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1924.

CHAPTER 474.
AN ACT to repeal and re-enact with amendments Section 27
of Article 33 of Bagby's Annotated Code of Maryland, title,
"Elections, " so as to eliminate the annual registration of
voters and to provide for the biennial registration of voters
in Baltimore City, and to change the time at which said
registration shall, take place and for other purposes.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 27 of Article 33 of Bagby's Annotated Code
of Maryland, title, "Elections, " be and the same is hereby re-
pealed and re-enacted with amendments so as to read as fol-
lows:
27. In the City of Baltimore there shall be a general regis-
tration in the year 1922, and quadrennially thereafter. For
such general registration the Boards of Registry shall be in
session on the Tuesdays, respectively, six and four weeks pre-
ceding such regular election, and on the Wednesday next fol-
lowing said Tuesdays, respectively. Before the November
election in the year 1924 and biennially thereafter, except
in years of general registration, the last general registration
shall be revised by the Board of Registry in each precinct
where such election is to be held, and for that purpose a Board
