SEC. 2. And be it enacted, That the proceeds realized from
the sale of said bonds shall be applied to increasing the effi-
ciency of, making improvements to, and enlarging the water
works system of said town.

SEC. 3. And be it enacted, That said Burgess and Com-
missioners of Middletown are hereby authorized and empow-
ered, after they shall have prepared and signed said bonds
authorized to be issued in said Act, to sell and dispose of said
bonds in the manner they shall deem best, and at such time
as they shall feel it necessary for the maintenance of the water
service to said town, and at not less than the par value thereof,
to raise the money to carry into effect the provisions of this
Act.

SEC. 4. And be it enacted, That nothing contained in this
Act shall be construed to authorize said municipal corporation
to issue bonds for any other purpose than that herein speci-
fied.

SEC. 5. And be it enacted, That the said Burgess and Com-
missioners of Middletown are hereby authorized and empow-
ered to levy a tax annually upon the assessed property of said
town sufficient to pay the interest on the bonds issued under
the provisions of this Act, and to provide for a sinking fund
to pay and redeem the bonds at maturity.

SEC. 6. And be it enacted, That the bonds hereby author-
ized to be issued shall be exempt from all State, county and
municipal taxation in Frederick County.

SEC. 7. And be it enacted, That this Act shall take effect
on June 1, 1924.

CHAPTER 473.

AN ACT to repeal and re-enact with amendments Section 1380
of Article 12 of the Code of Public Local Laws of Mary-
land, title "Garrett County, " sub-title "Kitzmillersville, " as
enacted by Chapter 285 of the Acts of Assembly of Mary-
land for 1906, allowing the Council of said town to assess
and tax the expenses for laying or paving streets upon own-
ers of property footing thereon, and to collect the said tax.
