before the actual connection with any pipe on private property
is made.

SEC. 7. And be it further enacted, That for the purpose of
providing funds for maintaining, repairing and operating said
water supply system, and for the purpose of redeeming said
bonds as they mature, and for paying the interest thereon, the
said Commissioners of Ellicott City shall be empowered, and
they are hereby directed, to establish such service rates as they
may deem necessary and proper, chargeable against all property
having a connection with any water main. Such rates shall be
uniform for similar water use throughout the City of Ellicott
City, and be subject to change from time to time, as necessary.
Bills for the amount of the charges as above specified shall be
sent quarterly or semi-annually, as said Commissioners of Elli-
cott City may determine, to each property served, and shall
thereupon be payable at the office of the Commissioners of Elli-
cott City; and if any bills shall remain unpaid after thirty days
from date of sending, the said Commissioners of Ellicott City
shall, after written notice to be left upon the premises, or mailed
to the last known address of the owner, turn off the water from
the property in question, and it shall not be turned on again
until said bill or bills shall have been paid. If any bill shall
remain unpaid for sixty days after being sent out by the Com-
missioners of Ellicott City, it shall be collectible against the own-
er of the property served, in the same manner as other debts are
collected in Ellicott City.

SEC. 8. And be it further enacted, That all moneys derived
from the granting of permits as provided for in Section 5 of
this Act, and from making the water connections, as provided
in Section 6 of this Act, and from the collection of water rente or
rates as provided for in Section 7 of this Act, shall be set aside
as a separate fund, to be known and designated as the ''Water
Supply Fund, " and the cost of maintaining, repairing and op-
erating said water supply system shall first bo paid out of the
same, and any balance remaining, may be applied to the pay-
ment of the interest on said bonds, and the redemption of said
bonds, as they mature, as hereinafter more particularly set forth.

SEC. 9. And be it further enacted, That for the purpose of
paying the interest on said bonds, and for redeeming said bonds
as they mature, the Commissioners of Ellicott City shall, at the
time of making the first levy after said bonds are issued, and
annually thereafter, until all of said bonds issued under the
