HOUSE BILL No. 1.
House Bill No. 1, entitled "An Act to add a new section to Arti-
cle 33 of the Code of Public General Laws of Maryland, title
'Elections', sub-title 'Registration', the said new section to follow
immediately after Section 29 and to be known as Section 29A of
said Article, changing the dates for the general registration of
voters and the revision of the registry books in Baltimore City,
in the year 1930, and modifying the provisions with respect to the
revision of the registry books for the purpose of making the same
conform to the dates so fixed."

House Bill No. 2, entitled "An Act making an emergency ap-
propriation for the payment of the expenses of the General Assem-
bly of Maryland for the extraordinary session of nineteen hundred
and thirty."

Mr. Tolle, of Baltimore County, moved to journalize Mr.
Joseph's speech on pending House Bill No. 1.

MR JOSEPH'S SPEECH.
MR. SPEAKER:
The Bill before the House involves just one proposition, the
changing of the days of general registration in Baltimore City.
It affects Baltimore City only. The counties, under the Laws of
1914, continue with their supplemental registration, while Balti-
more City, according to the same law, has a new registration of
voters every four years. It so happens that this year for the first
time in sixteen years all the registration days fall on Jewish holi-
days. The first two fall on the Jewish New Year and the last two
