for said levy, then said levy shall not be made; but such peti-
tioning for and petitioning against the making of such a levy
shall not prevent the filing of similar petitions for and against
in any succeeding year.
SEC. 2. And be U further enacted, That the tax so as to be
levied shall be collected by the Treasurer of Baltimore County
in the same manner in which other taxes are collected by him,
and shall form a special fund which shall be applied by said
County Commissioners to the laying of a concrete sidewalk
not less than four feet in width along the south side of said
State highway, from the west side of Beaumont Avenue to said
east side of Montrose Avenue.
SEC. 3. And be it further enacted, That said sidewalk shall
be laid under contracts which shall be let on a competitive
basis to the lowest responsible bidder: that it shall be laid
under the supervision of the Highways Engineer of Baltimore
County according to plans and specifications prepared by him,
which shall have been submitted to and approved by the Chief
Engineer of the State Roads Commission of Maryland. That
whenever there shall have been paid into the hands of the said
Treasurer of Baltimore County, under the aforesaid levy, a
sufficient amount to lay not less than one thousand lineal feet
of such sidewalk, four feet wide, said County Commissioners
are authorized and directed to let a contract as aforesaid for
so much of said sidewalk as the funds then available will jus-
tify, and so from time to time letting additional contracts as
funds may be available, beginning the construction of said
sidewalk at the west side of Beaumont Avenue aforesaid and
causing said sidewalk to be constructed as a continuous one
toward the west until it shall reach said east side of Montrose
Avenue.

AN ACT to authorize and require the County Commissioners of
Baltimore County to make a special levy of not more than
twenty cents on each one hundred dollars of assessable real
estate in the village of Baltimore Highlands, Baltimore
County, for the maintenance, upkeep and improvement of
