twenty-one years who shall have for one year next preceding
such election resided within the corporate limits of said town of
Riverdale, as set forth in Section 2 of said Chapter 731, shall
be qualified to vote at said election, and said election shall be
held in connection with, and at the election to be held on the
first Monday in May, 1922, at the election for town officers as
provided by Section 5 of said Chapter 731, and said election
shall be held in accordance with said Section 5 and all ballots
at such election shall have printed thereon the words, "For
Amendment to the Town Charter providing for taxation of
personal property, except household goods" and "Against
Amendment providing for Amendment to the Town Charter
providing for taxation of personal property, except household
goods." Not less than ten days before said election the said
Mayor and Common Council shall cause to be posted in five
public places within the corporate limits of said town a notice
notifying the citizens of said town, who are qualified under this
Act to vote, of said election, and to said notice shall be attached
a copy of this Act; provided, however, that if for any reason
said notice shall not be given or not given in the manner pre-
scribed by this Act, such failure of publication of said notice
shall not affect the validity of this Act nor operate to prevent
its taking effect. If it shall appear on the canvass of all the
votes cast at said election that majority of them have been in
favor of this Act taking effect, then the said Mayor and Com-
mon Council shall, without delay, proclaim its adoption, but if
the majority of votes cast at said election shall be against this
Act taking effect, then this Act shall not take effect.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote, supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General Assem-
bly, the same shall take effect from the date of its passage.

CHAPTER 396.

AN ACT to repeal Chapter 463 of the Acts of 1918, providing
for a levy of seven hundred ($700.00) dollars for the erec-
tion of a school building in Charles County and to authorize
the County Board of Education to use this fund for general
school repairs or for the erection of other school buildings.
