which taxes for the ensuing fiscal year shall be assessed and
levied; provided, that this provision shall not apply to prop-
erty liable to taxation in Baltimore County which may have
escaped taxation or which may have been omitted in the regu-
lar course of valuation, but such property shall be valued and
assessed and the owner or owners thereof charged with all
back and current taxes justly due thereon whenever the same
may be discovered and placed upon the assessment books; and
the annual levy for each and every year shall be deemed and
taken to have embraced all such property as may have escaped
taxation as aforesaid; provided nothing herein contained shall
be construed to give such County Commissioners the right to
assess property for more than four years' back taxes; and the
provisions of this section, when they shall become operative,
shall repeal all Acts or parts of Acts, laws or parts of laws,
inconsistent herewith to the extent of such inconsistency.

CHAPTER 33.

AN ACT to repeal and re-enact with amendments Sections 15
and 31 of the Charter of Indian Head, as enacted by Chap-
ter 590 of the Acts of 1920, relating: to the tax lew and the

amount of indebtedness which may be incurred by said town.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 15 and 31 of the Charter of Indian Head,
as enacted by Chapter 590 of the Acts of 1920, be and the same
are hereby repealed and re-enacted with amendments, to read
as follows:

15. The said Town Commissioners shall, in the month
of June, in the year 1920, and the same month each and
every year thereafter, if they deem it advisable, cause an
assessment to be made of all real and personal property within
said town of Indian Head, or the corporate limits thereof, by
their clerk, which assessment shall not exceed the assessment
of the same for the county purposes, if the same be assessed
for county purposes, and the said Town Commissioners may
levy a tax thereon not exceeding twenty-five cents on the hun-
dred dollars' worth of assessable property.

31 The Town Commissioners are hereby empowered to bor-
row money for the purpose of public improvements in said
