elections held in said town, for the purpose of submitting the
question as to whether or not this Act shall take effect to all
legal voters of said town who are qualified to vote at a State
election, and all ballots at said election shall have printed on
them the words following, to wit: "For Bonds" and "Against
Bonds," and the qualified voters of said town, desiring to vote
on said question at said election, shall indicate their choice of
said propositions by making a cross-mark opposite the proposi-
tion for which they desire to register their vote, and if a ma-
jority of the votes so cast are marked "For Bonds," then this
Act shall be in full force of law, otherwise shall be of no effect.
The judges of election shall, under their hands, immediately
after said election, certify to the Mayor and Town Council of
Kitzmillersville the result of said election.

SEC..5. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessasry for the imme-
diate preservation of the public health and safety, and having
been passed upon by a yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 379.

AN ACT to authorize the Mayor and City Council of Baltimore
to issue the stock of said corporation to an amount not ex-
ceeding fifteen million dollars ($15,000,000.00) for the pur-
pose of defraying the cost and expenses of the acquisition of
schoolhouse sites and the construction of school buildings and
additions to and re-construction of existing school buildings
of the City of Baltimore; and to authorize the submission
of an ordinance for that purpose to the legal voters of Bal-
timore City, the expenditure of the proceeds of said loan to
be under the jurisdiction and control of the Public Improve-
ment Commission provided for by Ordinance No. 376, ap-
proved July 2nd. 1920, and conferring full power and au-
thority upon the said Commission to acquire by gift, pur-
chase, lease, whatever the duration of the lease, or other
methods of acquisition, any private property whatsoever,
including rights or interests, franchises, privileges or ease-
ments that may be required for the purposes of this Act.
