insufficient amount for the ensuing year, or any succeeding
year, then and in that event the said committee, or the resident
taxpayers of said village affected by this Act, may, on or
before April 1st, 1922, or any succeeding year petition in
writing the County Commissioners of Prince George's County
to make an additional special levy and tax of not more than
ten cents on each one hundred ($100) dollars of the assessable
value of said real and personal property in said village, such
petition to be signed by a majority of said committee, or such
number of resident taxpayers as may satisfy said County Com-
missioners of the fact that there is a general public demand
on the part of the residents, citizens and taxpayers of said
village for such additional special levy and such special tax
for such purposes as hereinbefore mentioned; but no such
special levy of such additional special tax shall be made on
such property unless notice of the intention of said County
Commissioners to make such additional special levy, the pur-
pose or purposes thereof, and the amount thereof, and the
approximate effect of such additional special levy on the tax
rate of said village shall be given and notice shall be published
in one or more newspapers of said county for two consecutive
weeks, designating the date upon which said County Commis-
sioners, shall meet for the purpose of hearing- objections to said
additional special levy; and upon the date fixed for such hear-
ing, said Commissioners shall hear the advocates and oppo-
nents, if any, of such additional special levy, and thereafter
determine the amount, if any, of such additional special levy
for said village, but in no case shall such additional special
levy be greater than ten cents on each one hundred ($100)
dollars of the assessable value of the real and personal prop-
erty, as aforesaid in any one year.

SEC. 4. And be it further enacted, That from and after the
passage of this Act until the first Monday in May, 1922, the
said committee for said village shall be constituted as follows:
Newton A. James, John R. Shields, John Hiser, D. Hazen
McCloud and E. M Dew. The first named, until otherwise
directed by said committee, shall be the chairman thereof, and
each of whom shall qualify as such Committeeman by taking
oath to diligently and faithfully discharge the duties of the
office, but that upon the failure of any one or more of said
committeemen named in this Act to qualify within ten days
after the passage of this Act, such position shall be taken and
regarded as vacant, and shall be filled by appointment of a resi-
dent taxpayer of the proposed Edmonston District by the
