SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor, Counselor and Alderemn of the City
of Annapolis shall have the authority to issue bonds to the
amount necessary in order to comply with the order, decree or
judgment of any court or other tribunal having jurisdiction
in the matter, in relation to the construction of any nitration
plant or such other addition to or improvement of the system
of water supply of such city, the amount and character of such
bonds, the rate of interest to be paid, the amounts to be paid
to redeem such bonds upon maturity and all other matters
connected with such bonds or their issue to be determined by
the said Mayor, Counselor and Aldermen of the City of An-
napolis.

SEC. 2. And be it further enacted, That if the Mayor, Coun-
selor and Aldermen of the City of Annapolis shall deem it
advisable that the sources of the water supply of the City of
Annapolis be increased through the acquisition of additional
streams and adjacent land, or that any works of construction
or improvement should take place in connection with the water
supply of said city, it shall prepare an ordinance to submit to
the qualified voters of said city, setting forth the improve-
ments which are deemed advisable, the amount necessary to
accomplish the same, the amount and character of the bonds
which it is proposed to issue to provide the necessary funds
and all other necessary facts connected therewith. At least
thirty days' notice by advertisement in a local newspaper shall
be given of the proposed election, the proposed ordinance be-
ing set out in full. If a majority of the duly qualified voters
who cast their ballots at said election shall favor any propo-
sition set out in such ordinance, and under no other circum-
stances, the Mayor, Counselor and Aldermen of the City of
Annapolis shall have bonds prepared and offer them for sale,
and shall expend the proceeds for the purposes set out in the
ordinance or that portion of the ordinance which shall have
been approved by the majority of the qualified voters of the
City of Annapolis, and the said Mayor, Counselor and Alder-
men of the City of Annapolis is hereby authorized to prepare
plans and specifications to comply with any such work of con-
struction or improvement which may be so approved, and to
enter into contracts for the purpose of accomplishing the same
but the total amount of bonds issued under authority of this
Act shall not exceed two hundred thousand ($200,000.00)
dollars.
